ANEAS: 30 Years of Joint Efforts
The drinking water systems where transferred to states and municipalities under the presidential decree published
in the Official Journal of the Federation (DOF), on 5 November, 1980. This marked a milestone in the history of this public
service.
The document outlined one of the most important decentralising stages in terms of federal powers. Until then,
the Federation planned, constructed, operated and managed the services in each community in the country.
The challenge and the backlogs were indeed enormous. At that time, 30 percent of the population had no access to drinking
water and 51 percent to sewerage. After 30 years, in addition to successfully satisfying the population’s aggregated
demand, an estimated 37 million Mexicans back then, the backlogs in relative terms were reduced to 11 and 22 percent,
respectively.
The decree marks not only the beginning of the end of the Federal Government power on service provision, but additionally
triggered the organisation of municipalities to ensure and start what ANEAS consolidates: the association of utilities with
common interests to sharing experiences and knowledge, forming a united front against underdevelopment and promote
continued federal investment of public tax funds toward remedying the deficiencies in our infrastructure.
The key driving force of progress in the sector has been undoubtedly the dedication and professionalism of the Drinking Water
Systems Potable staff. In celebrating 30 years of decentralisation and the Drinking Water Systems transfer to States
and Municipalities, The National Association of Water and Sanitation Utilities of Mexico recognises and congratulates
to those who, in every corner of our nation, have made their best efforts to give each Mexican a quality service.
